Drop-Off Recycling Facilities The County entered into a contract with Moring Disposal in 1998 to operate a regional drop-off recycling program. Drop-off sites were constructed in Ashton, Dixon and Franklin Grove. The County entered into intergovernmental agreements with Ashton and Franklin Grove. Under the agreements, the County paid for site development costs and the on-going costs for the program. In return, the two towns agreed to provide the sites, maintain the sites by shoveling snow, monitoring the recycling containers, and contacting Moring when the containers need emptied. The Dixon site is located on property owned by Lee County and is overseen by the office of Solid Waste Management. Mabley Developmental Center Recycling Facility The Jack Mabley Developmental Center is located in Dixon, Illinois and is a residential facility for individuals with developmental and sensory disabilities. As part of its mission the Center attempts to provide its residents with meaningful job opportunities. It was with this in mind that the Mabley Center developed a recycling program that included collection vehicles and an on-site recyclables processing center. With two state grants and a $10,000 grant from Lee County, the Mabley recycling program has flourished and currently collects and processes material from over 30 local businesses and institutions. In the process, the recycling program has created employment for approximately 26 Mabley Center residents. The Mabley Center's recycling facility consists of two balers, one for cardboard and one for mixed office grade paper. This is the only processing facility in Lee County for paper / cardboard and in 1999 it processed and marked approximately 300 tons of fiber Lee County Landfill and Compost Facility
