Lee County Solid Waste Management Plan, Ordinances and Resolutions


Solid Waste Management Plan

In 1988, the Illinois General Assembly enacted the Solid Waste Planning and Recycling Act (SWPRA). The SWPRA requires all counties in Illinois to develop comprehensive solid waste plans. Under the statue, Lee County was required to adopt its plan by March 1, 1995. The Lee County Board met this deadline by adopting its final plan on September 18, 1993.

Five and Ten Year Plan Update

The SWPRA requires that Lee County's Solid Waste Management Plan, adopted in 1993, "shall be updated and reviewed every 5 years..." Lee County met this requirement by adopting the Lee County Five Year Solid Waste Plan Update (Addendum #1) on October 20, 1998 and the Ten Year Plan (Addendum #2) on November 18, 2003.

The plan update contains new recommendations and revises and/or deletes several recommendations from the previous Plans.

Pollution Control Facility Siting Ordinance

The Lee County Pollution Control Facility siting Ordinance outline the procedures and requirements for reviewing an application for the development of a pollution control facility. The County enacted the ordinance in 1995 and amended it December 21, 1999.


Overview of Solid Waste Management Agreement with Allied

Lee County and Allied Waste Industries entered into a Solid Waste management Agreement on June 1, 1994. The Agreement addresses the landfill operated by Allied Waste and contains several key provisions. Agreement provides for:

bullet

A 20 year guarantee of disposal capacity for Lee County's waste;
 

bullet

Environmental safeguards including a property value guarantee program and a well testing program for landowners within 1/4 mile of the landfill;
 

bullet

An environmental contingency fund guaranty to provide the county additional resources and protection in the event there is an environmental problem at the landfill; and
 

bullet

Payment of a host fee to the County depending on the amount of waste received at the landfill.
